Prior to founding Troxclair PC, Caleb served as Chief of Staff and Legal Counsel to the Chairman of the Texas Railroad Commission, Texas’ energy regulatory body.  In this role Caleb advised the Chairman on complex legal and policy issues impacting Texas’ energy sector, as well as assisted in running of the nearly 800-person agency.  During Caleb’s tenure at the Texas Railroad Commission, he also had the opportunity to advise several foreign governments on Texas’ regulatory structure, particularly in oil and gas.

Before joining the Railroad Commission, Caleb was Chief of Staff to a Texas state representative for nearly a decade, where he helped 

to pass and implement many energy and utility related bills into law.

In addition to his role as Chief of Staff, Caleb also served as Committee Clerk to the Texas House Committee on Regulated Industries, which had jurisdiction over telecommunications and electricity policy-related legislation.

Caleb completed his undergraduate studies in Political Science at Teas A&M University -Kingsville and received his JD from the University of Texas School of Law.
